John Ruskin was an ardent supporter of the scheme.

1964 WESTERN UNION TELEGRAM FROM1964 WESTERN UNION TELEGRAM FROM ROY WILKINS OF THE NAACP URGING THE HONORABLE JENNINGS RANDOLPH TO VOTE AGAINST PROPOSED AMENDMENTS TO THE CIVIL RIGHTS BILL1964 Western Union Telegram from Roy Wilkins of the NAACP Urging the Honorable Jennings Randolph to Vote Against Proposed Amendments to the Civil Rights Bill, Roy Wilkins was a prominent activist during the Civil Rights Movement. He was the Executive Secretary of the National Association for the Advancement of Colored People (NAACP) from 1955-1963 and served as the Executive Director from 1964-1977. This telegram was sent by Wilkins while he was the Director of the NAACP to the Hon. Jennings Randolph to vote against three proposed amendments to the Civil Rights Bill on June 9, 1964. Jennings Randolph was from West Virginia and was a Member of the US House of Representatives from 1933-1947 and of the US Senate from 1958-1985. He voted in favor of the Civil Rights Bills of 1960, 1964, and 1968, the 24th Amendment to the US Constitution, the Voting Rights Act of 1965 and the confirmation of Thurgood Marshall to the US Supreme Court. In 1977 Jimmy Carter signed two bills into law that singled out Randolph as the sole Senator he wanted to thank for the passage of these Civil Rights triumphs.
